The issue seems to have improved for our test users and they are no longer experiencing the problem. Microsoft indicates that they have mitigated the issue, but they have not closed out the service health issue yet. The cause of the issue is still being investigated by Microsoft.
Users logging into the Office 365 web interface are unable to see all of the applications on the app menu. Instead only a small subset are available. In addition other menu options like Office 365 settings are also not available. In addition some operations in the web interface are slow or may time out.
Microsoft has resolved the issue. Preliminary Root Cause: A validation procedure was causing slightly higher than normal resource utilization. The high resource utilization due to the validation procedure was coupled with unexpected high service activity and is suspected as the cause of service degradation.
